Utility Services
Utility assistance is provided under the Comprehensive Energy Assistance Program, a federally funded program administered statewide by the Texas Department of Housing & Community Affairs. EACGC, is a sub-grantee contracted by TDHCA, to administer the CEAP program for Matagorda and Wharton County. Under CEAP, priority is given to low-income, elderly/disabled individuals and families with children five years and under.
All applicants must meet the Federal Income Guidelines for the current year. EACGC provides services only for Matagorda and Wharton County residents.

Things to Remember
Clients should note that assistance is based upon fund availability and that service is on a first come first served basis based on priority. Please note that agency rules and regulations must be met in addition to other program requirements.
Funds available under all of the programs the agency administers are designated for consumption of energy only. EACGC does not assist with deposits or reconnection fees.
